Side-Event at Human Rights Council, 6 March 2015 in Geneva, Switzerland

How can social protection floors contribute to the realization of economic, social and cultural rights? And how can better understanding of the norms and principles of human rights improve the design of social protection floors?

This side event aims to enhance awareness of and adherence to social security as a human right, and improve understanding of the steps needed to ensure consistency of national implementation of ILO Social Protection Floors Recommendation No. 202 with international and domestic human rights obligations, including gender equality.

The OHCHR report on the contribution of social protection floors to the realization of economic, social and cultural rights serves as a basis for the discussion (A/HRC/28/35, submitted to the Human Rights Council at its 28th session). Following brief remarks by each of the speakers, the floor will be open for questions and comments.

The side-event is jointly organized by UNRISD, the Chilean Government, the Permanent Mission of Finland, the ILO, Friedrich-Ebert-Stiftung, OHCHR and the Global Coalition for Social Protection Floors. Flyer side event HRC 6 March

SP&PFM Programme

The programme Improving Synergies Between Social Protection and Public Finance Management provides medium-term support to multiple countries aiming to strengthen their social protection systems at a national level and ensure sustainable financing. The programme aims to support countries in their efforts towards achieving universal social protection coverage.

This initiative is implemented jointly by the ILO, Unicef, and the GCSPF.
