Financing Social Protection. A Matter of Global Justice

Social security is a human right and key to combating hunger, poverty and inequality. Investing in social protection not only provides significant social and fiscal returns; it can also feed into a virtuous cycle of inclusive economic development and stability. Guaranteeing the human right to social protection is widely seen as the responsibility of national governments alone. However, this ignores negative international influences on domestic resource mobilization for social investments grounded in our current global economic system, namely the imbalances of the global financing framework, tax injustice and unsustainable debt. This VideoCast centres on the question how these factors influence the right to social protection and what needs to be done to make social protection a reality for all.

Contribution to IMF and World Bank review of the debt sustainability framework for low-income countries

The International Monetary Fund (IMF) and the World Bank Group are reviewing their debt sustainability framework for low-income countries (LIC-DSF). Following a virtual off-the-record roundtable that staff of the World Bank and IMF held with civil society organizations in December 2025, the GCSPF has followed with a written input (download pdf version) with recommendations such as 1) The economic model used to devise the baseline scenario should incorporate an evidence-based fiscal multiplier for social protection spending; 2) The stress tests (shocks) must assume social protection spending increases commensurate with each shock; 3) Where fiscal consolidation is a feature of the baseline, social spending (education, health, social protection) should be “ringfenced” obligations. Read more

How Much Commitment In The Sevilla Commitment? Taking Stock After Six Months

By Barry Herman. Development policy analysts usually focus on how specific reforms would improve economic or social wellbeing in developing countries. Sometimes analysts broaden their perspective to think about what a comprehensive package of such reforms should look like, paying attention to policy interactions and spillovers. International politics rarely seeks to deliver comprehensive and coherent policy packages.
The United Nations has been one global political forum that has periodically sought precisely that, most recently at the Fourth International Conference on Financing for Development in Seville, Spain in June/July 2025. The negotiated outcome of the Seville conference does reflect a coherent vision and promises negotiations toward making it more comprehensive. Admittedly, the consensus is limited to agreeing only to keep talking about unrealized elements of the package and not every government will even join such discussions. This paper draws together and assesses those opportunities, taking account of subsequent challenges to the nature and content of global economic cooperation viewed half a year after the Conference was held. Read more

Turning the universal pension into a poverty-targeted scheme risks excluding many poor and vulnerable older people who will lose their only guaranteed income, pushing them and those in their care deeper into poverty. It would also be a significant step back in Kenya's efforts to achieve universal social protection, where it has been a leading example in the region and globally.

Civil Society Call for a Global Fund for Social Protection

Civil society organizations and trade unions unite to call for a Global Fund for Social Protection to protect the most vulnerable.

Social Security for All

Civil society organizations and trade unions call governments and international financial institutions to make a commitment to create social security systems that enable everyone to realize their rights. Governments and financial institutions should end policies that have been failing millions of people.

SP&PFM Programme

The programme Improving Synergies Between Social Protection and Public Finance Management provided medium-term support to multiple countries aiming to strengthen their social protection systems at a national level and ensure sustainable financing. The programme aimed to support countries in their efforts towards achieving universal social protection coverage.
This initiative was implemented jointly by the ILO, Unicef, and the GCSPF.
